If he had amassed this record at UVA, SU, or JHU it would be cause for alarm. But Meade is required to operate his program under strict rules defined by the USNA. Rules that are completely foreign to other top 20 D1 lax powers. FE21 mentioned many of these impediments.

Should we also ask why Navy football can't match up with Notre Dame? Or why Navy basketball can't beat UCLA? The answer here is pretty apparent.
